Public opinion split on a regional tax for the Greater Saint John area

HALIFAX, NS March 6, 2018: To address financial difficulties in the City of Saint John, a regional tax for the area has been discussed. It has been argued that residents living in surrounding communities travel to Saint John for work and/or use the city’s services, but do not contribute to the costs of such services through taxation. All things considered, residents are split on whether they support or oppose a regional tax for the Greater Saint John area to support the services provided by the city, according to the most recent survey conducted by Corporate Research Associates Inc.

Specifically, one-half (51%) of Greater Saint John residents completely or mostly support the introduction of a regional tax for the Saint John area to support the services provided by the city. Meanwhile, just over four in ten (43%) residents oppose the introduction of a regional tax for the area. Across the region, those living in the City of Saint John (71%) are significantly more likely than those elsewhere in the Greater Saint John area (27%) to support a regional tax.

“The decline of the City’s tax base over the last few decades due to the loss of population has resulted in significant fiscal challenges for Saint John,” said Don Mills, Chairman and CEO of Corporate Research Associates. “It is self-evident that there is a need for some cost sharing formula within the Greater Saint John region to ensure the long-term financial sustainability of the City.”

These results are part of the CRA Urban Report, an independent telephone survey of 400 Saint John (Census Metropolitan Area [CMA]) adult residents, 18 years of age or older, conducted from January 24 to February 7, 2018. Overall results are accurate to within ±4.9 percentage points, 95 out of 100 times.
